The Siege Workshop is a structure in Black and White 2. After completing the tutorial lands, it is available in the Tribute Shop for 50,000 Tribute.
The Siege Workshop allows the player to create a catapult for sieging settlements. Placing this building, causes the player's alignment to shift slightly more toward evil.
A catapult can be created, by dragging the red flag off of the top of the building, and placing it within a settlement's Influence.
However, if the player does not have enough men to produce that catapult, the flag cannot be selected, and if hovered over produces a tooltip which reads "Not Enough Men".
You can always pick up male or female villagers, and drop them onto the catapult recruitment tent, to enlist them as catapult operators.
Every catapult requires no more or less than ten men to operate.
The game limits you to a certain amount of catapults [per Siege Workshop?].
