The Villa is very first building [dwelling] for villagers, that is immediately available to build, and very first house type.
Good Gods can keep producing these without consequence, along with Manor and Mansions, with the added benefit of providing decent impressiveness value to your settlement, compared to the space each house takes up.
Not only that, but it's cheap to build, where your only real concern would be having space to build more Villas.
Meanwhile, evil Gods would generally ignore this and the other aforementioned dwellings, instead having more preference to Skyscrapers or Hovels.
